The heater (1) has heating units (2) having layered structure, and an electrical voltage source (7). Each heating unit has a support plate (3) made of insulating material, arranged on the first surface side. A planar infrared heating element (4) is mounted on the support plate. A reflector layer (5) made of heat reflective material is formed on second surface side of each heating unit. The heating element is supplied with safe extra low voltage, by the voltage source. A covering layer (6) made of plastic, paper, and/or paperboard is formed in the heater.
