<P>PROBLEM TO BE SOLVED: To solve a problem in a heater in which a heat generator layer, an electric conductor layer and a glass protection layer for protecting the heat generator and the electric conductor are formed on an insulation substrate in a multilayer configuration by a thick film printing and burning process, the problem involving that a resistance distribution changes from a distribution set at the time of printing due to a thermal stress caused in the heat generator layer, when burning the glass protection layer, which does not result in a heat generation distribution according to a specification. <P>SOLUTION: A heater comprises a first glass protection layer formed over an insulation substrate so as to cover a heat generator layer on the insulation substrate and a second glass protection layer formed so as to be laminated on the first glass protection layer.
