<P>PROBLEM TO BE SOLVED: To provide a surface coating cutting tool that can favorably keep adhesion between a base material and a coating, and hardly causes the coagulation of a material to be cut. <P>SOLUTION: This surface coating cutting tool has the base material and the coating formed on the base material, the base material contains hard particles and a coupling phase for coupling the hard particles, the hard particle contacting with the coating has irregularities on the surface at the side contacting with the coating, the face roughness Rz, n of the surface at the side of a rake face of the base material at a rake-face side reference line of a length of 50 μm located on the surface at the side contacting with the coating is ≥1 μm and ≤30 μm in a cross section when cutting the surface coating cutting tool at a plane including a normal line with respect to the rake face of the surface coating cutting tool, and the face roughness Rz, s of the surface at the side of the rake face of the base material at the rake-face side reference line of the length of 50 μm located at the surface at the side contacting with the coating is ≥0.5 μm and ≤5 μm.
