PROBLEM TO BE SOLVED: To distribute a content corresponding to each comparatively small area in which a mobile terminal is located.

SOLUTION: A distribution repeating apparatus 10 compares the field intensity of a mobile terminal T reported from a wireless base station 20 with a reference intensity to determine whether a related content can be distributed. If determining that the related content can be distributed, the apparatus 10 reports to a content distribution apparatus 30 a distribution request for distribution of the related content to the mobile terminal T and transfers the related content distributed from the content distribution apparatus 30, to the mobile terminal T via the wireless base station 20.
