<P>PROBLEM TO BE SOLVED: To provide a new organic phosphorus based flame retardant that provides excellent flame retardancy when it is added to resin, hardly generates toxic gas during combustion, and has sufficient volatility, sublimability and heat resistance, to provide a method of manufacturing the organic phosphorus based flame retardant, and to provide flame-retardant resin composition containing the organic phosphorus based flame retardant. <P>SOLUTION: The organic phosphorus based flame retardant is represented by general formula (1) or (2). In the general formulas, R<SB POS="POST">1</SB>f, R<SB POS="POST">2</SB>f, R<SB POS="POST">3</SB>f, R<SB POS="POST">4</SB>f and R<SB POS="POST">5</SB>f are the same or different from each other, show a hydrogen atom, fluorine atom, alkyl group, cycloalkyl group, aryl group that may have a substituent, or aralkyl group that may have a substituent.
