A stream generator (200) is provided with: a first processor (211) for conducting first processing that includes variable length coding of at least a header from among the header and quantization data; a first transmission controller (212) that transmits the header after the first processing to a first memory region and transmits the quantization data after the first processing to a second memory region; a second transmission controller (222) that acquires the header and quantization data in specified units from the first memory region and the second memory region; and a second processor (221) for conducting second processing that includes compression coding of at least the quantization data in the specified units from among the header and the quantization data in the specified units. The second processor (221) generates a stream in which the compression-coded header in the specified units and the compression-coded quantization data in the specified units are linked.
