<P>PROBLEM TO BE SOLVED: To provide a monitoring device allowing a user to check abnormality of apparatuses during the user's absence and capable of quickly handling an apparatus with abnormality and to provide a control program and a control method. <P>SOLUTION: A router device 2, upon locking of an entrance door key 3, detects the states of electrical apparatuses 4-7 in a household. The router device compares the present states of the electrical apparatuses 4-7 with the pre-registered normal states of the electrical apparatuses 4-7 during the user's absence. An electric apparatus with a different state is abnormal. The router device 2 transmits it to a portable terminal 8 of the user. The router device 2 reproduces voice for DTMF input associated with the electrical apparatus with abnormality through a call to the portable terminal 8. The user performs the DTMF input on the portable terminal 8.
