<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing sandpaper which is uniform in the sticking of abrasive grains and hardly falls off, and the sandpaper. <P>SOLUTION: A sheet raw material 11 is formed by sticking a net raw material 12 on it. The net raw material is formed of at least one kind of paper, cloth, resin, nonwoven fabric or a metallic raw material. The sheet raw material and the net raw material are formed by applying an adhesive. In the sheet raw material and the net raw material, high static electricity is applied on the abrasive grains 14 when passing through on a storage part for storing the abrasive grains in a lower part. The abrasive grains in the storage part fly up by being applied with high static electricity.
