<P>PROBLEM TO BE SOLVED: To produce high quality concrete, and to perform kneading and mixing in a short time by a dividing kneading and mixing method. <P>SOLUTION: In the dividing kneading and mixing method, the total time of half of charge time for charging primary water into an aggregate and adjustment kneading time after completion of charging of the primary water is set to be 12 seconds or more and less than 18 seconds, and adjustment kneading for uniformly applying the primary water on the aggregate interface is carried out. Then, hydraulic material powder containing cement is charged, and the total time of the half of the charge time and the primary kneading and mixing time after completion of charging of the hydraulic material is set to be 25 seconds or more and less than 36 seconds, and primary kneading and mixing for uniformly forming the shell structure of the hydraulic material powder of which inter-particle bonding strength is strong on the interface of the aggregate is carried out.
