PURPOSE: A fluorene polymer is provided to have excellent chemical adhesion with black pigment, to improve a coherence between the black pigment and a base resin, thereby capable of providing a black resin steel sheet with improved processability, corrosion resistance, and blackness. CONSTITUTION: A fluorene polymer comprises a fluorene group and a hydrophilic functional group. The fluorene polymer has a repeating unit in chemical formula 1 or chemical formula 2. In chemical formulas, R1-R3 is respectively a divalent organic linker, Y is a hydrophilic functional group, R4 is H or C1-4 alkyl, R5 and R6 is a divalent organic linker, Y is a hydrophilic functional group. The surface treating black resin composition comprises a base resin, a black pigment, and the fluorene polymer.
