PURPOSE: A system for fabricating heat insulation padding is provided to obtain the padding with excellent heat insulation property. CONSTITUTION: A system for fabricating heat insulation padding comprises: a mixture dipping unit(120) containing a mixture containing uniformly dispersed hydrophobic silica aerogel powder; a filament non-woven fabric feeding unit(110) for feeding filament non-woven fabric to the mixture dipping unit; a press and transfer unit(140) for pressing the filament non-woven fabric in a predetermined pressure; a drying unit(150) for removing moisture from the filament non-woven fabric; and a heat insulation padding collection unit(160).
