The melt is generated in an electric arc furnace by an electrode, and the oxygen is supplied to the melt. The vibrations at the electric arc furnace are measured, and one state variable such as foamed slag height is determined. The control signal is output to change the relationship between the carbon content and oxygen content in the furnace vessel in case of deviation of the state variable from a predetermined reference value.
