PURPOSE: An apparatus and a method for recycling sewage and wastewater sludge are provided to overcome a problem that a sludge drying process requires plenty of heat by using heat from exhaust combust gas as a heating source for drying raw sludge. CONSTITUTION: An apparatus and a method for recycling sewage and wastewater includes a sludge storing bath(10), a sludge drying unit(20), a sludge supplying unit(30), a heat exchanging unit(60), and a slag releasing unit(70). The sludge storing bath stores the sludge of sewage and wastewater. The sludge contains 40 to 90 weight% of moisture and 0.5 to 200 ppm of heavy metals. The sludge drying unit primarily dries the sludge from the sludge storing bath. The sludge supplying unit supplies the primarily dried sludge to a melting furnace(50). The heat exchanging unit supplies heat to the sludge drying unit by collecting heat from the melting bath. The slag releasing unit releases slag in a molten state.
