PURPOSE: A powerless water and sewage treating apparatus is provided to reduce power consumption by slowly stirring an organic polymer coagulant without power. CONSTITUTION: A powerless water and sewage treating apparatus includes a mixing part(110) and a settling part. The mixing part mixes chemicals based on the hydraulic force of introducing water and discharging water. The settling part eliminates floc from feed water generated from the mixing part. The settling part includes a fiber rectifying part and a fiber inclined part. The fiber rectifying part rectifies the feed water. The fiber slanted part disturbs the ascending flow of the feed water through the fiber rectifying part. An impeller(114) is installed at the mixing part and rotates according to the flow of the feed water.
