PURPOSE: An apparatus for reducing a peak to average power ratio through recombining orthogonal frequency division multiplexing symbols and a method thereof are provided to reduce a PAPR(Peak To Average Power Ratio) through diversity by selectively transmitting OFDM(Orthogonal Frequency Division Multiplexing) symbols having the smallest peak power. CONSTITUTION: An OFDM symbol deforming part(120) generates a plurality of OFDM symbols by successively transforming the OFDM symbols in a time domain which is obtained through IFFT(Inverse Fast Fourier Transform). A peak power measurement part(130) measures the OFDM symbols and each peak power of the plurality of OFDM symbols. An OFDM symbol selecting part(140) selects the OFDM symbol having the smallest power value from the measured peak power as a candidate OFDM symbol to be transmitted. An OFDM symbol deforming part rotates the OFDM symbol on a complex plane at a predetermined angle. The OFDM symbol deforming part performs the cyclic shifting of the rotated OFDM symbol.
