PURPOSE: An apparatus and a method for obtaining a maximum value or a minimum value of a digital input signal are provided to reduce delay and to implement a maximum value or a minimum value of a digital input signal. CONSTITUTION: Bit processing elements(210,220,230) receive bits of a digital input signal. OR operators(241-249) receive operation values which are outputted from the bit processing elements and perform OR operations. Invertors invert an output value of the OR operators. The bit processing elements operate an output value of the bit processing elements.
