<P>PROBLEM TO BE SOLVED: To provide an actuator that has a simple configuration and can be driven by simple control. <P>SOLUTION: An actuator (2) comprises: a thin film (16) composed of a shear piezoelectric material; a first electrode formed on a first primary surface of the thin film (16); and a second electrode formed on a second primary surface of the thin film (16).
