<P>PROBLEM TO BE SOLVED: To reduce the occurrence of a situation in which an energy amount consumed in one area is large relative to the number of people. <P>SOLUTION: The number of employees in a room X is specified (S103). An electric energy amount being consumed in the room X is obtained (S102). When power consumption per person is equal to or higher than a reference electric energy amount, at least one employee is selected among plural employees having use authority of the room X (S106).
