<P>PROBLEM TO BE SOLVED: To provide an ink composition for a water-based ballpoint pen having smooth feel of the pen when used, and a water-based ball point pen filled with the ink composition. <P>SOLUTION: The ink composition for the water-based ballpoint pen includes at least water, phosphoric acid ester-based surfactant and black dye.
