PROBLEM TO BE SOLVED: To provide a traffic index calculation device capable of accurately calculating a traffic index of traffic indicating a degree of congestion on a road connecting to an intersection even available vehicle information is limited.

SOLUTION: A traffic index calculation device has: means to receive sensor information from a vehicle sensor to sense a vehicle; means to acquire vehicle information including positional data on the vehicle measured by the vehicle; determination means to determine serviceability of the vehicle information in calculating traffic index; and means to calculate the traffic index based on the sensor information, the vehicle information and a determination result of the determination means.
