<P>PROBLEM TO BE SOLVED: To solve the problem that a network user cannot sufficiently utilize a contract band when the priority packet sent by the network user is less than a contract band, under such condition as the band of priority packet is contracted between the network user and a network operator, in the network in which the priority packet is preferentially transferred than a non-priority packet, and the band of priority packet is monitored by a band monitoring device at the entrance of the network. <P>SOLUTION: In a band monitoring part 141 of a band monitoring device, if a monitoring result determination part 520 detects that the band of a priority packet is less than the contract band, a DSCP determination part 530 determines a non-priority packet to be a priority packet.
