The present invention enables a communication application to receive an RA until a router lifetime has expired, while avoiding network processing necessary for a mobile station (UE) to transition between an idle state and an active state, waste of the battery of the mobile station (UE) or an externally connected apparatus, and waste of wireless resources. The mobile station (UE) is equipped with: an RA reception unit (11) that receives an RA from a network; and an RA transmission unit (12) that, when RA #1 has been received by the RA reception unit (11), transmits RA #1 to the communication application (20). The RA transmission unit (12) is configured in a manner so as to resend RA #1 to the communication application (20), even if RA #2 has not been re-received by the RA reception unit (11), before the router lifetime expires in the communication application (20).
