<P>PROBLEM TO BE SOLVED: To make a gain at each wavelength flat, according to a gain set by a light amplifier. <P>SOLUTION: A light amplifier 1 amplifies a light signal by a set gain. An equalizer 2 varies a loss of the light signal amplified by the light amplifier 1 about each wavelength.
