<P>PROBLEM TO BE SOLVED: To provide a vehicle cooling and heating device including a plurality of refrigerant passages to be switched for operation, while reducing overall cost for a control valve that switches the refrigerant passages. <P>SOLUTION: The vehicle cooling and heating device includes: a compressor; an outdoor heat exchanger; an indoor evaporator; first an second refrigerant passages constituting a refrigerant circulation path and allowing openings to be adjusted for changing the flow of the refrigerant; and a control valve including a common body comprising the first and second refrigerant passages and housing a first valve whose opening is controlled for adjusting the flow of the refrigerant in the first refrigerant passage and a second valve whose opening is controlled for adjusting the flow of the refrigerant in the second refrigerant passage, and a common actuator for electrically adjusting the openings of the first and second valves.
