<P>PROBLEM TO BE SOLVED: To suppress false initiation of an engine when starting to initiate the engine before starting to initiate a controller. <P>SOLUTION: An engine control part 10 refers to information about an initiation method of the engine 11 set by an initiation method setting part 13 before the communication is established by a controller 12 after a lapse of preset waiting time, and initiates the engine 11 based on the referred information about the initiation method of the engine 11. When the information about the initiation method of the engine 11 is referred and not set in the initiation method setting part 13, the engine control part determines the initiation method of the engine 11, and initiates the engine 11 based on the determination result.
