<P>PROBLEM TO BE SOLVED: To provide an electric vehicle charging device capable of appropriately charging a storage battery by preferential charging operation, and to provide an electric vehicle charging method, a program, and a recording media. <P>SOLUTION: In an electric vehicle charging device, input power to be input via a power reception facility 1 is set with a use power upper limit. The electric power of the upper limit or less is distributed at least as supply power to home electric appliances and charging electric power for an electric vehicle 3.
