<P>PROBLEM TO BE SOLVED: To provide a paper holder easy to use a toilet roll tissue even when it is disposed at a lower position. <P>SOLUTION: The paper holder includes a roll supporting portion 55 for axially rotatably supporting the toilet roll tissue so that the axial direction of the toilet roll tissue is parallel to a horizontal direction, and a paper outlet 81 positioned in front of the toilet roll tissue supported at the roll supporting portion 55 and dispensing the paper forward from under the toilet roll tissue. The lower edge of the paper outlet 81 constitutes a paper supporting portion 83 for supporting the paper drawn from under the toilet roll, from below.
