<P>PROBLEM TO BE SOLVED: To provide a developing device capable of suppressing excessive charging of a developer restricted by a sealing member, and to provide an image forming apparatus equipped with the developing device. <P>SOLUTION: A developing device 20 includes a developing roller 22 and a sealing member 38 that restricts a developer on the developing roller 22 in a gap G2 so as to suppress the developer from leaking out of a housing 21. The developing roller 22 has a first region A1 facing a predetermined image carrier 10 and a second region A2 facing the sealing member 38. In the first region A1, a first metal layer 34 is formed, which has charging capability to charge the developer by the contact with the developer accompanying the rotation of the developing roller 22.
