<P>PROBLEM TO BE SOLVED: To provide a heat exchanger with flat tubes arranged vertically, capable of efficiently draining drain water circulating by convection. <P>SOLUTION: A plurality of fins (35) are provided for dividing a space between adjacent flat tubes (33) into a plurality of ventilation passage for flowing of air. The fin (35) is formed with a plurality of louvers (50, 60, 70) extending vertically by cutting and rasing a heat transfer part (37). Each louver (50, 60, 70) is constituted of a vane (90) and connections (91, 92, 93, 94) connecting to a fin body (35a) at the upper end and the lower end of the vane (90).
