An area range estimation device (10) comprises: a first location information acquisition unit (11) which acquires first location information which includes terminal distinguishing information which distinguishes a portable terminal (100) and area distinguishing information which distinguishes a service area wherein the portable terminal (100) is present; a second location information acquisition unit (12) which acquires second location information which includes the terminal distinguishing information and coordinate information which denotes the location of the portable terminal (100); a correspondence information generation unit (13) which uses the acquired first location information and second location information and generates correspondence information based on the area distinguishing information and the coordinate information; and an area range estimation unit (14) which estimates, on the basis of the generated correspondence information, the range of the area which is distinguished by the area distinguishing information.
