The photonic crystal device comprises, on a substrate (3): a stack of a first layer (5) having a first refractive index; and a second layer (9) having a second refractive index that is higher than the first, said second layer comprising a plurality of wells (7) arranged in a periodic two-dimensional structure, each well comprising a solid material having a third refractive index, the second layer with the plurality of wells forming a 2D Bravais lattice of photonic crystals. In addition, at least one well comprises an electronic device for modulating the refractive index of the well by modulating the density of electric charge in at least one part of the well.
