ENCODER, ENCODING METHOD, AND ENCODING PROGRAM

PROBLEM TO BE SOLVED: To provide an encoder which can change setting of encoding conditions at an appropriate timing in accordance with the acquisition of a band measurement result, and an encoding method and an encoding program.

SOLUTION: A PC can acquire the bandwidth with each communication partner and can encode media data. The PC estimates the time to acquire each bandwidth with the communication partner. The PC acquires scheduled change time which is the scheduled time for changing the setting of encoding conditions for encoding the media data is acquired. The PC determines the timing of change at which to actually change the setting of the encoding conditions based on the acquired scheduled change time and estimated time of bandwidth acquisition (S22 to S25). The PC changes the setting of the encoding conditions in accordance with the acquired bandwidth at the determined timing of change (S29).
