The present invention comprises detection sensors (1, 2) for detecting a person in each of a plurality of different detection areas including a general detection area (A) in which crime is intended to be prevented using lighting and an intimidation detection area (B) in which crime is intended to be prevented by intimidation, a light-emitting body (3) for emitting light towards the general detection area (A), and a controller (5) for controlling the switching-on of the light-emitting body (3) and for switching between a plurality of light control patterns. The controller (5) controls the switching-on of the light-emitting body (3) oriented toward the general detection area (A), switches to a general illumination light control pattern when a person is detected in the general detection area (A), and switches to an intimidation light control pattern when a person is detected in the intimidation detection area (B).
