PROBLEM TO BE SOLVED: To provide a steam turbine rotor formed of the least amount of high temperature materials.

SOLUTION: A welded rotor, a steam turbine having a welded rotor, and a method of producing the welded rotor are disclosed. The welded rotor includes a high pressure section and an intermediate pressure section. The high pressure section includes a high temperature material section joined to the low temperature material section.
