<P>PROBLEM TO BE SOLVED: To provide a label sticking pad that can automatically stick a label even on an intensely uneven metal surface without peeling, and to provide a label sticking device including the label sticking pad. <P>SOLUTION: The label sticking pad includes: a heat-resistant hard rubber layer where a label sucking surface for temporarily sucking and retaining a label fed out is formed on one surface; and a soft rubber layer adhering to the other surface of the heat resistant hard rubber layer.
