Provided is an exhaust circulation device capable of better suppressing the occurrence of condensed water in an EGR passage than in the past. An exhaust circulation device for an internal combustion engine circulates some exhaust gas discharged from an engine (1) to an exhaust passage (12) as EGR gas. The exhaust circulation device is provided with: an EGR pipe (33) in which an EGR passage (34) in communication with the exhaust passage (12) and an intake passage (11) is formed; an EGR cooler (31) that is disposed in the EGR passage (34) and cools the EGR gas; an EGR cutoff valve (35) that is disposed more toward the exhaust passage (12) side than the EGR cooler (31), is driven between an open state and a closed state, and cuts off the flow of EGR gas into the EGR passage (34) when in the closed state; and an EGR valve (32) that is disposed more toward the intake passage (11) side than the EGR cooler (31), and adjusts the amount of EGR gas flowing into the intake passage (11). The EGR cooler (31) and the EGR valve (32) are directly connected without involving the EGR pipe (33).
