An embodiment of the present invention relate to a phase shifter, comprising: a first phase shift unit composed of a first phase shift portion and a second phase shift portion; the first phase shift portion and the second phase shift portion comprises a transmission shaft, an input conductor, a conductor swing arm and a conductor band respectively, the input conductor is pivotably connected to the transmission shaft, one end of the conductor swing arm is disposed on the transmission shaft for rotating and electrically connecting to the input conductor driven by the transmission shaft, and the other end of the conductor swing arm is disposed in correspondence with the conductor band and is electrically connected to the conductor band, the transmission shaft of the first phase shift portion and the transmission shaft of the second phase shift portion are spaced apart and are mutually parallel with each other, and the input conductor of the first phase shift portion and the input conductor of the second phase shift portion are electrically connected directly or indirectly. The phase shifter in the present invention has the advantages of small volume and low loss.s
