<P>PROBLEM TO BE SOLVED: To obtain a transparent conductive substrate which is excellent in transparency, conductivity, and electromagnetic wave shield performance, which enables electrodes to be formed on both surfaces by providing conductive layers on the both surfaces. <P>SOLUTION: A transparent conductive substrate 3 is a transparent conductive substrate which has a substrate 2 and mesh lines 1 including metal microparticles and is characterized by laminating the mesh lines 1, the substrate 2, and the mesh lines 1 in this order.
