<P>PROBLEM TO BE SOLVED: To provide a compact developing device in which an excessive portion of a developer is stably discharged from a developer container by employing a simple structure, and an image forming apparatus including the same. <P>SOLUTION: A developing device 2 comprises: a conveyance blade 51 provided between a second stirring member 44 and a developer discharge port 22h so as to oppose a downstream communicating part 22f for conveying a developer from a second conveyance path 22d to a first conveyance path 22c through the downstream communicating part 22f; and a plurality of regulating plates 52 disposed between the conveyance blade 51 and the developer discharge port 22h for regulating movement of the developer from the conveyance blade 51 toward the developer discharge port 22h.
