<P>PROBLEM TO BE SOLVED: To provide a developing device that uses a one-component developer as developer, gives stable positive charge to toner, maintains charge property of toner, and improves conveyance property of toner, as well as an image forming apparatus. <P>SOLUTION: A developing device includes a developer carrier that carries developer.
