PROBLEM TO BE SOLVED: To provide a developing roller that forms images with sufficiently high image density over a long period of use for image formation.

SOLUTION: A developing roller includes a base material 103, and a coating layer 104 formed on the base material 103. The coating layer 104 is formed by laminating at least two layers: an electrolytic plating layer 101; and a non-electrolytic plating layer 102. The non-electrolytic plating layer 102 is closer to the base material 103 than the electrolytic plating layer 101. The electrolytic plating layer 101 has a smaller coefficient of friction than that of the base material 103, and is harder than the base material 103. The non-electrolytic plating layer 102 has a smaller coefficient of friction than that of the base material 103 and a larger coefficient of friction than that of the electrolytic plating layer 101, and is harder than the base material 103 and softer than the electrolytic plating layer 101. The electrolytic plating layer 101 has thickness of 0.05 μm or more and less than 0.2 μm.
