<P>PROBLEM TO BE SOLVED: To realize voiceless and noncontact input operations. <P>SOLUTION: A covering detecting unit 103 analyzes a power spectrum obtained through conversion of an acoustic signal by a time-frequency conversion unit 102, determines a state where an acoustic signal input unit 101 is covered (covered state) on the basis of characteristics (for example, frequency, magnitude, and the like) of a resonance point observed in the power spectrum, and supplies the determination result (information representing the covered state) to an apparatus control determining unit 104. The apparatus control determining unit 104 determines control contents for an electronic apparatus (not illustrated) in accordance with the determination result (information representing the covered state of the acoustic signal input unit 101) supplied from the covering detecting unit 103, and outputs the control information (command, data, and the like) to the electronic apparatus or the like.
