A plasma generator (1) is provided with: a liquid containing part (4) which contains a liquid that contains water; a gas containing part (5) which contains a gas; a partition wall part (3) which is provided with a gas channel (3a) that guides the gas in the gas containing part (5) to the liquid containing part (4) and which separates the liquid containing part (4) from the gas containing part (5); a first electrode (12) which is arranged in the gas containing part (5); and a second electrode (13) which is arranged such that at least a part thereof forming a pair with the first electrode (12) is in contact with a liquid (17) in the liquid containing part (4). A predetermined voltage is applied between the first electrode (12) and the second electrode (13), while having the second electrode (13) in a grounded state.
