PURPOSE: An ozone dissolving and collecting method for treating water and sewage is provided to reduce power consumption and to minimize the ozone concentration of final exhaust gas. CONSTITUTION: An ozone dissolving and collecting method for treating water and sewage includes the following: ozone gas is supplied to an ozone dissolving bath; a part of the ozone gas is reacted with pollutants in water to be treated; a part of the ozone gas generates ozone dissolved water; remaining ozone gas is transferred to a collecting ozone dissolving bath; ozone molecules in the remaining ozone gas is dissolved in the water to be treated; and the remaining ozone gas is discharged through a final outlet.
