<P>PROBLEM TO BE SOLVED: To solve the difficult problem of securing a long term reliability in performing an electrets power generation operation by warping counter electrodes, for example when a warp in one cycle is counted as one time, under oscillations in 50 Hz, bends and stretches of almost 1.6 billion times are to be repeated; and also solve the problem of a poor practical usability in diverting a power generator for plane direction due to a necessity of a significant modification. <P>SOLUTION: By using magnets or electrets that repulse each other, a movable substrate with electrets is floated over a fixed substrate in a state opposing to the gravity. When oscillations are added in this state, the movable substrate oscillates, vertically oscillates, in the normal direction of the fixed substrate. In response to the oscillations, the distance between the fixed substrate and the movable substrate varies. That is to say, an electric capacitance between the fixed substrate and the movable substrate varies, and according to the variation in capacitance, current is generated.
