<P>PROBLEM TO BE SOLVED: To provide a polishing method that can readily and efficiently remove a hardened layer, and to provide a buff and a polishing apparatus. <P>SOLUTION: The polishing method includes: a preprocessing step of reducing the stiffness of a tip 2b of a buff blade 2; and a polishing step of polishing a surface of a pipe (workpiece) 11 using the preprocessed buff 3.
