<P>PROBLEM TO BE SOLVED: To provide a digital broadcast network that can provide for a scheduled update for non-critical data in a different manner from that of a critical data update. <P>SOLUTION: An update that includes non-critical information is scheduled to be broadcast during an update window, which can be a specific period of time. A receiving device can be notified of the update window and utilize background functionality to accept and apply the non-critical update at the receiving device. The non-critical update can be accepted and applied during the update window if the receiving device is in an idle state or a period of low activity. The non-critical update can be broadcast on a separate channel or stream. During a period other than the update window, other data can be transmitted on the separate channel or stream.
