PROBLEM TO BE SOLVED: To provide an image processing device which efficiently and accurately extracts a dust shadow projected on an image.

SOLUTION: The image processing device is provided with a brightness calculation unit for calculating a first brightness value showing the brightness of each section in an image and a second brightness value showing the brightness of the periphery of each section; a hue value calculating unit for calculating a first hue value showing the hue of each section and a second hue value showing the hue of the periphery of each section; and a region extracting unit for extracting a region consisting of each section where the difference between the first brightness value and the second brightness value is equal to or larger than a predetermined threshold, and where the difference between the first hue value and the second hue value is not greater than the predetermined threshold.
