<P>PROBLEM TO BE SOLVED: To provide a roll coating device and a roll coating method, capable of efficiently removing air bubbles generated around a pick-up roll within a coater pan and obtaining a base material having a coating film with excellent appearance characteristics. <P>SOLUTION: The roll coating device 100 includes a roll 4 pumping up coating liquid within the coater pan 7, and applies the coating liquid to the base material traveling continuously.
