<P>PROBLEM TO BE SOLVED: To estimate a place from which information with no position information attached is transmitted. <P>SOLUTION: A position estimation device includes action history accumulation means of associatively storing a position of a first terminal and time as action history information; and position information extraction means of acquiring time from a second terminal, and extracting a place (final point) closest to a position that the action history information (first nearest action history information) representing past time closest to the time acquired from the second terminal among pieces of the action history information represents from POI storage means of associatively storing identifiers of places and positions of the places.
